Let us look closer at the water heater. Look new pipes to the left & many chunks of asbestos on top of the water tank, and pipes ends not wrapped correctly! The pipes in the back have chunks of material/asbestos  falling off an it looks like someone tried to use duct-tape on it! Were is the asbestos abatement and why is debris everywhere?
